Previously known as the Greater Nelspruit Utility Company (GNUC), Silulumanzi is the provider of water and wastewater utility servicing the greater Nelspruit area, and the townships around Nsikazi and Matsulu.
It is a public/private partnership (PPP) initiative with Mbombela Local Municipality which commenced in 1999, and widely regarded as the pioneer of such a scheme in South Africa. Silulumanzi operates as a concessionaire to Mbombela for a 30-year period. To date, the company has become a valued organisation providing essential services to the business and community, and established itself in South Africa by working together with Mbombela and other local companies in developing the area it serves.
Silulumanzi is a fully-owned subsidiary of Cascal NV., (www.cascal.co.uk). Cascal manages water and wastewater operations around the world and have been involved with various successful PPP initiatives. Built upon these vast experiences and resources Cascal, from its head office in Dorking, England, provide supports to Silulumanzi on operations, engineering, financial, and commercial aspects of running an efficient water company.
Our CONTRIBUTION to the community
Through building and improving water utility infrastructure to enable provision of quality services, Silulumanzi provide the catalyst for economic growth and increase in living conditions to the region. Our projects create job opportunities for the local community. The years of operation have seen many significant developments in terms of improvement of Coverage and standards of service in the provision of water and sanitation services to customers. There have been more and more community living in rural area now have access to at least basic water and sanitation services.
Our HISTORY
In 1996, Nelspruit Town Council took the decision to involve the private sector in service delivery. This was taken just after the New Council came into power with a revised demarcation, which at that time increased the area of jurisdiction from 36,000 to 335,000 people. Since 1st November 1999, Greater Nelspruit Utility Company – later on trading as Silulumanzi – commenced its operations: bringing new investment, technology and experience to improve and expand service delivery in the existing area and townships within the concession area.

Our PROGRESS
- In the first two years of operation ninety-one kilometres of water mains were laid as well as eighteen kilometres of sewer main.
- At the same time thousands of illegal connections were found and many household and mains leaks repaired.
- Water wastage has been reduced and the savings have enabled water to reach higher areas of the network for the first time ever.
- Over six mega litres of water per day have been saved to date; over eight thousand broken meters have been replaced and a further fifteen thousand new meters have been installed to provide new house connections and formalise existing unauthorised supplies.
- Construction of a new six million litre per day modern Sewage Treatment Works in Matsulu.
- Refurbishment of Sewage Treatment Works at Kanyamazane
- The water supply to Matsulu has been totally improved from a 'chlorinated river supply' to a fully treated potable supply.
The Concession has created permanent jobs in Silulumanzi and the capital works programme has also created more than 1,250 temporary jobs.
Local Offices have been established throughout the concession area to provide easy access for customers to pay their bills, raise queries and report leaks, etc., ensuring our ability to attend to customers needs timely and effectively. A training centre has been established that runs in-house courses to raise basic skills but also to provide training for the community in Computer Literacy, Business Skills development and Water Care.
The quest for further progress will continue and endure for the entire life of Silulumanzi.
